Addressing the concerns of security management which directly affected the peace process and the passage of the Bangsamoro Basic Law (BBL) is not the responsibility of the Catholic Bishop Conference of the Philippines.

While peace advocates pressed that the Mamasapano incident should not be used to derail the readings and finalization of BBL; should not be confused by the lack of coordination among security forces in its anti-terror operation; and should not be confounded/abused by the emotional sentiments of survivors, it must be asserted too that such obvious operational miscalculation should be addressed by the National Security Council of the country.

The legislative body's investigation for policy recommendation relating to security management should aid too in improving NSC operational policy and process in interdicting high-value targets. Concerns about national security are the job of the NSC and as such any policy recommendation from Congress should improve NSC's anti-terror actions to avoid recurrence of the same unfortunate incident.

Clearly, it has nothing to do with the BBL and has nothing to do with the peace process.

As such, it should be inferred that accountability on anti-terror operation which apparently "half-succeeded and half-failed" (as showed in Mamasapano incident) should not be carried by the civilians who unfortunately currently bear the dehumanizing effects of displacement in evacuation centers.

It is not also the sole responsibility of the President.

Under the national security flow chart, national security management is not the sole responsibility of the President but also of the council who are making decisions on these high-valued targets. Don't keep people confused by harping that this is the lonely act of former chief of the PNP-- operationally compartmentalized under the guise of high secrecy and eventually fool readers of stories on disinformation hurled to executive at the height of violence.

If you have miscommunication and if you lacked coordination, then what should you do? Blame each other on your obvious incompetence?

So, why are we so much investing energy and emotions on peripheral issues that do not directly answer the problem? If we intend to have improved security management, then that should start from the structure that deals and makes the decisions on national security operation. Stop finger-pointing on who should be blamed. Assume the responsibility with courage to really effect transformational leadership by strengthening national security management with foresight on potential effects in the implementation of  the Comprehensive Agreement on Bangsamoro (CAB) in Autonomous Region in Muslim Mindanao (ARMM) region.

I needed to write this so that we can start moving on. Get back to where GPH-MILF Peace Panels have left before Mamasapano incident. These matters are clearly stated in the evaluative report of the Third Party Monitoring Team (TPMT). Stop the senseless mileage on less significant peripheral politics.
