Reprint of IATF-EID Recommendations to the Office of the President for ECQ in High Risk Areas

IATF-EID formally recommends to the Office of the President the recommendations of the sub-technical working group on data analytics in toto, the specifics of which are the following:

The extension of the Enhanced Community Quarantine in the following high-risk administrative regions, or areas until May 15, 2020:
1. The National Capital Region (NCR);
2. Region III (Central Luzon);
3. Region IV-A (CALABARZON);
4. The Province of Pangasinan
5. The Province of Benguet
6. The Island of Mindoro
7. The Province of Albay;
8. The Island of Catanduanes
9. The Island of Panay;
10. The Island of Cebu; and
11. The Provinces of Davao del Norte, Davao de Oro, and Davao City

High-risk areas in Region III include Bataan, Bulacan, Nueva Ecija and Pampanga, while the high-risk provinces in Region IV-A are Batangas, Cavite, Laguna, Rizal and Quezon. High-risk areas in Region IV-B are Oriental Mindoro and Occidental Mindoro while Albay and Catanduanes are the high-risk provinces in Region V.

Guidelines for Benguet in CAR, Pangasinan in Region I, Tarlac and Zambales in Region III may change by 30 April.

In the Visayas, IAFT considered Antique, Iloilo, Cebu and Cebu City as high-risk. Subjects for reevaluation are areas of Aklan and Capiz, which are both under ECQ. 

 

 In Mindanao, Davao del Norte and Davao City are considered high-risk, while Davao de Oro is subject to ECQ and for evaluation.

High-risk areas will be under ECQ until 15 May and subject for further evaluation.

Moderate-risk areas, meanwhile, will be under general community quarantine until May 15, also subject for further evaluation.

Low-risk areas will fall under general community quarantine until 15 May, and if there is no deterioration, GCQ will be relaxed leading to normalization.

IATF also recommendeded a minimum health standard to be implemented starting 27 April. The Department of Health, the Department of Transportation, the Department of Trade and Industry, the Department of Labor and Employment and the Department of Public Works and Highways will prepare the guidelines by 25 April.

For all other moderate-risk and low-risk administrative regions, provinces, or areas, a General Community Quarantine (GCQ) shall be implemented starting May 1, 2020. Provided, that as a precondition, minimum health standards in relation to Paragraph (D) of this Resolution are achieved and continually observe.

The implementation of all forms of community quarantine shall be in accordance with approved minimum health standards for health facilities, testing, and hygiene, which shall be defined by the Department of Health in coordination with sector-specific guidelines which may be issued by the Department of Transportation (DOTr), Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), and the Department of of Public Works and Highways (DPWH), among others. Implementation thereof shall begin by April 27, 2020.

Provided that any form of community quarantine in low-risk areas may be lifted by May 15, 2020, should no change in the risk-level occur.

For areas under General Community Quarantine, the following guidelines shall be observed:

a. Restricted mall opening covering non-leisure shops would be allowed. There will be a mandatory temperature check, mandatory wearing of masks, mandatory alcohol use. A limited number of people, particularly those aged 21 to 59, with ID and not looking sickly, would be allowed to go inside.

b. Priority and essential construction projects, according to the Palace spokesperson, would also likewise be allowed to resume, subject to minimum health standards, physical distancing, and barracks for workers. Public transport modes would likewise be allowed to operate at reduced capacity. Local government units (LGUs) would enforce curfew at night for non-workers.

c. Only workers and sectors in Category I, II, and III may continue to work or operate in phases;

d. The general population may go out of their homes only for purposes of accessing basic necessities;


e. In any case, those with ages below 21 years old and those 60 years old and above, as well as those with ages ranging from 21 years old but below 60 years old but reside with persons with co-morbidities or other risk factors, shall remain at home;

f. Non-leisure stores in malls and shopping centers may partially open.

g. Higher Education Institutions (HEIs) may continue classes to finish the Academic Year and issue credential to students, in accordance with guidelines as may be issued by the Commission on Higher Education (CHED);

h. Priority and essential construction projects may resume in accordance with guidelines as may be issued by the DPWH;

i. Public transportation may operate at a reduced capacity in accordance with guidelines as may be issued by the DOTr;

j. Local Government Units (LGUs) shall enforce curfew at night for non-workers; and

k. Airports and seaports may operate insofar as the unhampered movement of goods.

Specific for Mindanao, the following areas are considered under GCQ on May 2020.

The national government shall consider the reprioritization of the Social Amelioration Program towards areas placed under Enhanced Community Quarantine.

Any recommendation by the IATF shall be subject to regular reassessment and reconsideration as public health, national security, and social factors may warrant. The IATF Technical Working Group is directed to recommend guidelines for proper implementation of the aforementioned provisions.
