To realize the transmission of infotainment, all cable operators require its consumers to purchase satellite disc, cable and its blackbox. All consumers also purchase access to desired number of channels and in accordance to household economic capacity or information needs.
This chain of relations follow a matrix of regulatory policies to ensure that delivery of services are done to the satisfaction of information consumers or viewers as communication institutions transform into digital formats.

Its the tech revolution that drives infotainment industry to capacitate its institution to adapt on technological advancement and to make business operation economical. Its also these changes in the market which drive states to transition from analogue to digital.
The same legal context when ABSCBN applied mahiwagang blackbox to strengthen its data transmission and to respond to ABSCBN viewers need for clearer view on shows.
The risk of these developments is that cable TV networks felt incapable of competing with the giant network as it adopted the policy of the government to transition from analogue to digital.
It felt like the sari-sari store cannot compete with a mall. Foreseeing these developments, they opt the risk of questioning the pay-per view and mahiwagang blackbox of ABSCBN while at a confusing mirage of inevitable uniformity of laws application in the digitization of infotainment by 2023. ABSCBN confessed that this model ain't leveraging their business though. Digitization and internet also encouraged infotainment consumers to utilize netflix and youtube.
This digital rupture made me ask "what is our free competition act saying? how small cable networks be protected too when giant networks completely transform data transmission through blackboxes?"
In our context, we are also a cable user. We pay those that we're required of to enjoy information and movie shows. We sometimes have 30 channels to choose, or lesser than that, and often we pay-and-don't-view because either we are online studying or we are often out.
I think the complaints from cables network don't reflect much of infotainment consumers choices nor expressed much grit to hold the franchise renewal in abeyance.
Its time we need to understand consumers rights and choices too.
