Public consultations: Booooo(ing) as IDP'S recourse to be heard

Boooood by the internally displaced peoples (IDPs). I'm referring to a resource person of a senate inquiry held in Iligan recently about the plight of IDPs in Marawi.
At the outset, the IDPs have no land conflicts. They are indigenous by the lake.
It's the military who revived its historic claim over parcel of land inside the most affected area and TFBM is backing it up with its new plans to construct infrastructures inside destroyed and burnt residential and business zones of the city. The reconstruction plan marginalized the occupants and possessors of tenements following the evacuation during the siege.
If arguments are to be severed, TFBM should have understood that while unearthing the UXOs for two years was helpful for the safety of community, it also proved otherwise. It showed the excessive severity of the violence enforced during that 6-month battle inside the city. If all those unearthed bombs exploded, it could have pounded the city at its worst and all those remaining standing structures could have collapsed too. It likewise proved the ignorance of the AFP in launching urban warfare to the detriment of innocent civilians' residences. It mirrored fact that the AFP was ready to destroy the heart of city without consulting and at the detriment of the civilians.
